The spun head of these fly patterns pushes significant amounts of water, thus creating a wake predators find difficult to resist. The fly is also slightly buoyant and this helps the fly to "hang" in the water column. It is usually fished in fast moving water with a steady retrieve on a sink tip or slow sinking line that helps it get below the surface.
